WORCESTER ― In his first public statement since the U.S. Department of Justice found constitutional violations in the Police Department, Worcester City Manager Eric D. Batista on Tuesday said he intends to prepare a report on a civilian review board – something police have long opposed – for debate at the City Council.

The report alleges excessive force and sexual misconduct, including credible reports that officers sexually assaulted women under threat of arrest.
