(CNN) — Russia says it is open for economic cooperation with the United States, including on energy and mining rare earth minerals.

"Russia believes that such cooperation is the key to a more resilient global economy," Russian envoy Kirill Dmitriev said.

The President signed Executive Order On the Special Representative of the President of the Russian Federation for Investment and Cooperation with Foreign Countries.
