New York Gov. Kathy Hochul says she told President Donald Trump in a private meeting at the White House that congestion pricing tolls in Manhattan are necessary and working.

The president made his power to shut down the tolling system sound absolute. But legal experts say the law may not be in his favor.

The Trump administration is moving ahead with its plan to kill New York City’s congestion pricing – a controversial tolling program designed to help raise millions in critical infrastructure funding and decrease traffic in Manhattan’s most congested zones.
